How Indian RAW helps Dr Tahir ul Qadri worldwide Indepth Pakistan report
RAW was furious when Tahir-ul-Qadri’s visa was rejected in Canada and events cancelled; Qadri met RAW station chief in London; was hosted by RAW in India on four occasions; RAW officials provided protocol to Dr Qadri, help him raise funds; Qadri condemned jihad/Kashmiris/Sikhs and Dalits

Dr Tahir-ul-Qadri, who heads the Minhaj-ul-Quran International (MQI) and Pakistan Awami Tehreek (PAT), enjoys close working relationship with Indian spy agency RAW (Research and Analysis Wing) and his visa refusal by Indian government in 2014 drew extreme anger from the top brass of the RAW, it can be revealed.
Since then Dr Qadri doesn’t deal with the Indian High Commission staff and his visa and travel arrangements are planned and made by the RAW officials, sources in PAT have confirmed.

RAW officials intervened after the political government of India refused visa to Dr Tahir-ul-Qadri in early 2014. That news reported in a leading Pakistani English newspaper and Geo News and Dr Qadri’s spokesman said he was “negotiating” with the Indian authorities.

But within days, Dr Qadri was issued visa of India after Dr Qadri held talks with Ramesh Roy, then the head of RAW’s mission in London, a source in PAT told.
The RAW was very angry with the then political government because Dr Qadri was made a “state guest” by Narendra Modi earlier in 2012 and given “Z Plus” security throughout his visit.

The RAW officials then got Dr Qadri’s visa stamped within a month and it was decided that Dr Qadri will only hand over his passports to the designated person of RAW. PAT sources have confirmed that Dr Qadri now raises the biggest amount of donations from India, surpassing Europe, and all of this is facilitated and channelled by the RAW.

On all occasions, Observer Research Foundation (ORF) Mumbai and Minhaj-ul-Quran International (India) were the hosts of Dr Qadri. It’s a known fact that the ORF is a front for RAW.

ORF Mumbai’s Chairman Sudheendra Kulkarni, when contacted, said that Dr Qadri’s visa had been denied because of Intelligence Bureau’s (IB) note. He thanked the RAW for coming to help Dr Qadri.

It’s no coincidence that Dr Tahir-ul-Qadri visited India ahead of launching dherna with Imran Khan in 2014. He stayed in India for two weeks and met top officials of the government and the BJP intelligence unit organised his lectures to Hindutva think tanks. That visit is not reflected in Dr Qadri’s Canadian passport because he got a new passport made before flying out to Pakistan, claiming that he had lost his passport. Dr Qadri, according to PAT insiders, didn’t want to show his India travel stamp to Pakistani authorities while travelling on his Canadian passport.

Ahead of his latest round of protests in Lahore and Rawalpindi, Dr Qadri openly visited India for a month in March and said that it was to address his followers in India. During his March 2016 visit, Dr Qadri was seen travelling in protocol provided by RAW agents in plain clothes. He visited headquarters of RAW in New Delhi where he was given red carpet reception. His visits to various Indian think tanks were arranged by RAW officials and it was said in India that Dr Qadri “preaches tolerant and moderate Islam”. It must be remembered that India has cracked down on various Islamic groups, recently banned Dr Zakir Naik, but Dr Qadri’s movement now has full support of RAW.

Intelligence sources confirmed that RAW is investing in Dr Qadri to create anarchy in Pakistan through dhernas and violence and to work against CPEC and in India it wants to counter all Islamic organisations which RAW suspects are sympathetic to Pakistan and Deobandi Islam.

At one think-tank address, Dr Qadri was directly introduced by RAW’s current chief as the “democrat, activist, peace preacher and Sufi scholar”. The RAW chief told audience that people like Dr Qadri are needed for peace in the region. In the same address Dr Qadri condemned Kashmiris, Sikhs and Dalits who hate India and want their separate homeland.

Sources say that Dr Qadri received his script of agitation in India. After that he constantly incited his workers into giving “shahadat” and then 14 people died in Model Town. Its understood that the bullets were fired from inside Dr qadri’s complex.

Dr Qadri during the visit of 2012 had condemned Jihad, asked Indian Muslims to obey the Indian laws and said that those Muslims who didn’t believe in Indian sovereignty were “traitors” and that those Muslims in Gujarat who rose up against India deserved to be tried under Indian sedition laws. After these remarks Dr Qadri was praised in India by media and all Muslims were told to follow his example.

During his interviews with Indian media, Dr Qadri was asked repeatedly to condemn Narendra Modi for the massacre of Muslims in Gujarat but he refused to condemn Modi and said that he will not condemn Gujarat violence. He said Modi was a great visionary leader and his personal friend and he will not go into specifics.

During his visit, Qadri was asked on multiple occasions by journalists to share his thoughts regarding the 2002 anti-Muslim riots in Gujarat but PAT leader stated that he shall not comment upon any event.
